Here's a true story with regards to pay raises. Back in the late 70's and early 80's my engineering supervisor at Litton Aero Products in Canoga Park, named Bob Revel, told me a story about a person that once worked for him at Teledyne. Bob was a very smart engineer who went to Georgia Tech University in Atlanta, once lived in Macon, GA. Bob characteristically provided quick no-bullshit responses. One day Bob told me a story about a technician who came into his office, stating he had completed his night school courses and now had an engineering degree. The technician then asked for more money, obviously thinking more smarts meant more money. Bob stared at him and replied, "What are you doing differently today compared to what you were you doing yesterday?" "Nothing," responded the technician. The technician recognized he had received his answer to his requested pay raise ... nothing, and the technician walked out of Bob's office with a new revelation about money and being so-called smarter.
What are the County employees doing differently today than yesterday? Nothing and therefore a pay raise is not warranted. In industry, the only way to receive a substantial pay raise is to submit a resignation. If the company wants to keep you, then the company will make an offer, and you can begin money negotiations to stay. And only then do you have any power to negotiate a higher pay. I know, because I've been in that position several times myself. And I always knew when I had an advantage. If an employee of a company simply walked into his boss's office and asked for more money, they'd be laughed at. Just because someone living in a different city makes more money doing the same work doesn't mean you can expect the same amount of money. When you hired in you accepted a certain amount of pay. If a company (industry) set an example of providing pay increases in that manner, they may soon find themselves out of business. To pay for those city and county haphazard pay raises will obviously come out of the pockets of the taxpayers. And that's the problem, there will be government scumbags thinking nothing of taking your money from you.
Politics is always going to be inherently corrupt and wasteful because of the presence of large amount of money involved in the operation of the governments. Perhaps instead of yearly property tax payments, pay on a monthly basis ... if there's a city/county surplus to pay for the basics, then pay less for the following month property tax installment. Object is to keep large amounts of money out of the hands of the corrupt politicians.
