For five years, the fight over closing State Street to cars has run on talking points. Boosters promised a European-style promenade; downtown merchants warned it would hollow out our commercial core. Rhetoric, though, doesn’t pay the rent or make payroll.
I wanted an answer in numbers, not spin. So I filed a California Public Records Act request (PRR-2026-00322) for ten years of the City’s sales tax receipts, district by district. Ten weeks and three delays later, the City released the certified figures compiled by its own consultant, HdL.
Here is what those figures show:
Of Santa Barbara’s eleven commercial districts, downtown State Street is the only one that is shrinking.
