An issue that Trump faced is that while it is possible to prove, as Halderman did, that s system in s vulnerable to fraud, it is extremely difficult to prove fraud occurred without testimonies or videos, and even with them the only meaningful remedy a judge could order is for a new election. Adding personal liability will help, but the optimal approach is to design a more secure system with a way to effectively audit.
In Georgia the primary problem began with Raffensberger but was extended by Totenberg, Willis, Wade, and others in Georgia and elsewhere. which sounds pretty systemic.

I have volunteered as a poll worker in Santa Barbara, every election since 2015. Per ADA, every precinct has a voting machine which we set up and dismantle at close of the polls. The machines were rarely used. Maybe 2 times at my assigments from 2015 until the 2020 election. Then everything changed.
Instead of one machine, there were two, maybe three at the polling place. And, they were all being used. Not by handicapped or elderly, but same-day registration folks. Since 2020, the machines continue to be used.
Also, the Elections office is shutting down select precincts, requiring voters to mail in their ballots. This happened in my home's precinct. The option to request a ballot in-person is being taken away. Here is what the back page of my sample ballot says: "You are in a mail ballot precinct. A ballot will be automatically mailed. For voting options, call 1-800-722-8683. Our right to walk to a polling place and vote by paper ballot in front of people who make sure when we vote, we are not coerced -- that right is being taken away.

Celeste, first thanks for your volunteering. One of the problems in Georgia was without paper ballots a recount will only recount the same errors.
Growing up on the East Coast, I admired California for being the first state in so many things. Sadly, our voting system is not one of them.
