Adding personal liability will help, but the optimal approach is to design a more secure system with a way to effectively audit.

I have volunteered as a poll worker in Santa Barbara, every election since 2015. Per ADA, every precinct has a voting machine which we set up and dismantle at close of the polls. The machines were rarely used. Maybe 2 times at my assigments from 2015 until the 2020 election. Then everything changed.
Instead of one machine, there were two, maybe three at the polling place. And, they were all being used. Not by handicapped or elderly, but same-day registration folks. Since 2020, the machines continue to be used.
Also, the Elections office is shutting down select precincts, requiring voters to mail in their ballots. This happened in my home's precinct. The option to request a ballot in-person is being taken away. Here is what the back page of my sample ballot says: "You are in a mail ballot precinct. A ballot will be automatically mailed. For voting options, call 1-800-722-8683. Our right to walk to a polling place and vote by paper ballot in front of people who make sure when we vote, we are not coerced -- that right is being taken away.
What is needed are ballot audits; not just "re-counts". You are correct, junk in and junk out.
Zero tolerance for error and leakage is the only standard to apply. It is our primary duty as a self-governing nation. The budget to conduct zero tolerance elections must be taken off the very top of every voting entity. All other county and city services are secondary to ensuring an error proof election. No exceptions. Nothing is more scared than absolutely zero tolerance for error or mishaps when it comes to our elections.
I too have volunteered multiple times as an election worker and I too noticed things have gotten shoddier and shoddier over the past few years, although fewer people also voted in person on election day so our role as election day poll volunteers became far less important than the former same day paper balloting days.
The voting procedures have also became much more complicated too, which make them far more error prone at the polling places. I worried about two mistakes I made not getting an additional signature, but the county election employee told me only two mistakes was really good, since the other tables had a lot more. (!) I could at least track the ballots where the mistake was made so the final count balanced out. But what happened to those ballot boxes where "a lot more mistakes" were made?
Why didn't the county employee sign off on the box of ballots we delivered that night, in our two car convoy, thus breaking the entire chain of custody for that ballot box we worked so hard to protect? Plus why did the county employee not even show up for our poll worker training session, leaving a half dozen of us with no formal training on the new procedures so we had to scramble as best we could from what we could remember from prior elections.
Also as a polling place volunteer we had no idea what was happening to the majority of ballots which are now processed by mail. I do know the current "electronic ballot tracking" did not even register my own ballot as dropped off a few days before the election at the county administration ballot collection box. ("We don't collect the ballots over the weekend" was the excuse.)
So my dropped off ballot was not even recorded as cast by election day, and not until several days after the election was already over. That is one more huge weak point. It should have been instantaneous , after supervised collection of those drop box ballots on that very same day, every single day.
This is a more comprehensive site (includes historical configurations), except that it doesn't list the same elections office BOD vendor/equipment as the SOS, in this case Runbeck Sentio (note: Runbeck is at the center of the Maricopa County controversies, in particular: signature verification, voter registration database interface, exclusive processing of mail-in ballots, etc.)
SOS lists Electronic Poll book as "do not use". Electronic Poll Books are connected via the internet (a vulnerability) to the voter registration database and county elections office. SB County actually uses the Tenex Software Solutions Precinct Central Electronic Poll Book, which "connects to the Precinct Central Console, a web-based .net application that allows elections staff to remotely monitor touchpads, poll workers, communications, ballot inventory, voter check-ins, and absentee ballots in real time.
That Fox settlement was in April 2023; this is now.

Celeste, first thanks for your volunteering. One of the problems in Georgia was without paper ballots a recount will only recount the same errors.
