In order to get the apartment required applying through a broker of sorts who would charge a $1000 fee to get your application considered. Competition for these cheap apartments was fierce and only applicants with the highest incomes were successful. The apartments were run down and tennants were forbidden from making improvements themselves. I believe the landlords wanted the apartments to be as run down as possible to amplify their case that rent control was turning the neighborhood into a ghetto, which it was. In the end rent control created a black market from which apartment brokers profited. Successful applicants were those with the greatest income so it did not serve the poorest which it was intended to do.
I have family property that I manage. Because of cost increases I have slowly increased rents, and at the same time tried to make it work for the middle class.
In the past 3 years I have had tenants that refused to pay on time. Forced eviction that even after judgement to pay back rent I payed more in legal fees then the rent owed. The property has seen 45% increase in insurance. significant increase in water - sewer - garbage, and let's not talk about the cost of maintenance (plumbing, painting, electrical etc.). Fixing roofing, and windows is another increasing cost.
The point is, if this Council is stupid enough to stop my modest rent increases to cover costs (not profit) with their insane "emergency ordinance" I will have little ability not to sue the city.
This action will have a serious effect on a) profitability and b) market rate. Both of these most likely would force sale.
It is laughable that a council that sits on irresponsible pay, benefits, and retirement are making decisions that force liquidation to larger property owners. A Civil Service Staff that is paid more than the private sector. They don't get it.
The Mom and Pop's owners cannot suffer this. Over the past 10 years I have talked with these owners who sold their smaller number units. They then fled Santa Barbara. Often leaving the State entirely.
It also appears these decisions are a direct meat handed middle finger to create government owned housing (housing authority).
This is the Socialist dream.
Sell to us so we can directly compete with the power of government against the shrinking private property owners.

Having just paid my annual fee for a Business License I noticed something odd. It is now called a BUSINESS TAX CERTIFICATE. The word license is nowhere on the page, which now, instead of the previous small nicely printed license that is, in fact, required to be posted in the business, is now a full page without any attractive letterhead or embellishment. Just a typed form.
It has this odd detailing: "THIS BUSINESS TAX CERTIFICATE DOES NOT PERMIT BUSINESS OPERATION UNLESS YOUR BUSINESS IS PROPERLY ZONED, AND/OR IN COMPLIANCE WITH ALL APPLICABLE LAWS/RULES."
AND/OR ? WTF ?
As with so many details about Government these days, it is the badly done small details that eat away at civic pride and participation. A Dog License isn't called a Dog Tax Certificate. And if I'm required to post a license on the wall puhleeze let's make it look like an earned mark of success. Legal and compliant. Participatory.

Note that this is not just a Santa Barbara issue, but a blue state movement and part of the Democrat Platform. They ultimately want to seize all of our property. Witness the upcoming "billionaire tax" which (when passed) will set the precedent to legally go after the middle class by lowering the asset limit that they will take. With coastal California property values there are many middle-class owners who are "millionaires".

Landlord/tenant relationships have become inherently adversarial...no thanks to ethically challenged attorneys, City Council and Sacramento. They are not satisfied with the thousands of housing units they already control using taxpayers dollars...they want the whole enchilada. Adios Comrades.

I have a similar situation where we are basically subsidizing renters to the tune of negative YOY cash flow.
As a result: Now selling everything at a discount, taking chips off the table and reinvesting them out of California.
The old model of buy, hold, rent, appreciate, has vaporized. Not so in many other states.

One thought. Owners should be able to charge tenants for parcel taxes. I noticed that at least one other city does this.

If an owner of a rental home rents it as furnished accommodation, would they avoid the rent control restrictions imposed by the city?
Are commercial properties exempt?
